இந்த மன்றமானது ஒரு பேச்சு வார்த்தையாக 2007ஆம் ஆண்டு யப்பான் பிரதமர் சின்சோ அபேயால் , அமெரிக்க ஐக்கிய நாடுகளின் துணை ஜனாதிபதி டிக் சேனி, ஆத்திரேலியாவின் பிரதமர் ஜோன் ஹவார்ட் மற்றும் இந்தியப் பிரதமர் மன்மோகன் சிங் ஆகியோரின் ஆதரவுடன் தொடங்கப்பட்டது.

காக்ஸ் உடன் துணை ஜனாதிபதி வேட்பாளராக ரூசவெல்ட் தேர்ந்தெடுக்கப்பட்டார்.

இவர் 1974 இல் நடந்த தோ்தலில் இந்திய துணை ஜனாதிபதி பதவிக்கு வேட்பாளராக  போட்டியிட்டு  தோல்வியடைந்தாா்.
