மந்திரிசபை கீழ்ச்சபைக்குப் பொறுப்புள்ளதேயன்றிச் செனெட்டிற்குப் பொறுப்புள்ளதல்ல.

ஐந்து கட்சிகள் இணைந்த வானவில் கூட்டணி கட்சிதான் கடைசி மந்திரிசபையாகும்.

இந்திய அரசியலமைப்பு பிரிவு (அதர்வைஸ் 356) சட்டத்தை பயன்படுத்தி தமிழக ஆளுநரின் ஒப்புதல் இல்லாமல் நேரடியாக இந்திய சனாதிபதி (குடியரசு தலைவர்) தமிழக முதல்வரையும் அவர் மந்திரிசபையோடு சேர்த்து பதவி நீக்கம் செய்து ஆட்சியை கலைப்பதற்கு அதிகாரம் உண்டு.

முன்பு, நாடளுமன்றத்திற்குப் பொறுப்புடையதாயிருந்த, மந்திரிசபை மாற்றப்பட்டுப் பாசிசக் கட்சி உறுப்பினர்களே மந்திரிகளாய் விட்டனர்; இவர்கள் முசொலீனிக்கு முழுவதும் அடங்கியவர்கள்.
