ਗੁਰਦੁਆਰਾ ਐਕਟ ਬਣਾਉਣ ਦੀ 25 ਨਵੰਬਰ, 1924 ਨੂੰ ਪੰਜਾਬ ਕੌਂਸਲ ਦੇ ਸਿੱਖ ਮੈਂਬਰਾਂ: ਜੋਧ ਸਿੰਘ, ਨਾਰਾਇਣ ਸਿੰਘ ਵਕੀਲ, ਤਾਰਾ ਸਿੰਘ ਮੋਗਾ, ਮੰਗਲ ਸਿੰਘ ਤੇ ਗੁਰਬਖ਼ਸ਼ ਸਿੰਘ ਅੰਬਾਲਾ ਦੀ ਇੱਕ ਕਮੇਟੀ ਬਣਾਈ ਗਈ ਜੋ ਅੰਮ੍ਰਿਤਸਰ ਦੇ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਅਤੇ ਲਾਹੌਰ ਦੇ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਨਾਲ ਮਿਲ ਕੇ ਗੁਰਦੁਆਰਾ ਐਕਟ ਬਣਾਵੇ।

ਸਰਗੇਈ ਓਲਡਨਬਰਗ ਅਤੇ ਅਲੇਕਸੀ ਸ਼ਖਮਾਤੋਵ ਦੀ ਅਗਵਾਈ ਤਹਿਤ ਸੇਂਟ ਪੀਟਰਜ਼ਬਰਗ ਵਿੱਚ ਪੁਸ਼ਕਿਨ ਯਾਦਗਾਰ, ਖੜੀ ਕਰਨ ਲਈ ਇੰਚਾਰਜ ਇੱਕ ਕਮਿਸ਼ਨ ਨੇ ਸੁਝਾ ਦਿੱਤਾ ਕਿ ਪੁਸ਼ਕਿਨ ਦੇ ਮੂਲ ਖਰੜਿਆਂ ਨੂੰ ਸੁਰੱਖਿਅਤ ਰੱਖਣ ਲਈ ਇੱਕ ਸਥਾਈ ਸੰਸਥਾ ਸਥਾਪਤ ਕੀਤੀ ਜਾਣੀ ਚਾਹੀਦੀ ਹੈ:।

ਇਸ ਕਮਿਸ਼ਨ ਦੀ 25 ਜਨਵਰੀ 1950 ਨੂੰ ਸਥਾਪਨਾ ਕੀਤੀ ਗਈ।
