೧೯೧೯ರ ಮಾರ್ಚ್ ೩೦ರಂದು ದೆಹಲಿಯಲ್ಲಿ ರೌಲತ್ ಕಾಯ್ದೆಯ ವಿರುದ್ಧ ನಡೆದಿದ್ದ ಹರತಾಳ ಅಹಿಂಸಾ ಮಾರ್ಗದಲ್ಲಿ ಸುಸೂತ್ರವಾಗಿ ನಡೆದಿತ್ತು, ಆದರೆ ಅದೇ ಸಮಯದಲ್ಲಿ ರೌಲತ್ ಕಾಯಿದೆಯ ಕಾರಣಕ್ಕೆ ಪಂಜಾಬ್ ಪ್ರಾಂತದಲ್ಲಿ ದಂಗೆ ಆರಂಭವಾಯಿತು.

ಅಣೆಕಟ್ಟಿನ ಕಾಮಗಾರಿಯ ಮೊದಲ ಬೇಸಿಗೆ ಅವಧಿಯಲ್ಲಿ, ನಗರ ನಿರ್ಮಾಣ ಕಾರ್ಯ ಮುಂದುವರೆಯುತ್ತಿದ್ದಾಗ ಕೆಲಸಗಾರರು ಮತ್ತು ಅವರ ಕುಟುಂಬಗಳಿಗೆ ಟಾರ್ಪಾಲುಗಳಿಂದ ಕಟ್ಟಿದ ತಾತ್ಕಾಲಿಕ ಷೆಡ್ಡುಗಳಲ್ಲಿ ವಸತಿ ಕಲ್ಪಿಸಲಾಯಿತು ಈ ಟಾರ್ಪಾಲಿನ್ ಷೆಡ್ಡುಗಳು ಮತ್ತು ಅಣೆಕಟ್ಟೆ ನಿವೇಶನದಲ್ಲಿನ ಕೆಲಸಗಳ ಅಪಾಯಕಾರಿ ಪರಿಸ್ಧಿತಿ ಬಗ್ಗೆ ಕೆಲಸಗಾರರಿಗೆ ಅಸಮಾಧಾನವಾಗಿ ಇದು ೮ ಆಗಸ್ಟ್ ೧೯೩೧ರಲ್ಲಿ ಹರತಾಳಕ್ಕೆ ದಾರಿ ಮಾಡಿಕೊಟ್ಟಿತು.

ಆದರೆ 1953ರಲ್ಲಿ UNPಯ ವಿರುದ್ಧ ಎಡ ಪಕ್ಷಗಳು ನಡೆಸಿದ ಭಾರಿ ಸಾರ್ವತ್ರಿಕ ಪ್ರತಿಭಟನೆ ಅಥವಾ 'ಹರತಾಳ'ದ ನಂತರ ಡ್ಯೂಡ್ಲಿ ಸೇನನಾಯಕೆಯವರು ರಾಜೀನಾಮೆ ನೀಡಿದರು.

ಹರತಾಳ ಖಂಡನಾಸಭೆ ಪ್ರದರ್ಶನಗಳು ಎಲೆಲ್ಲೂ ಜರುಗಿದವು.

ಆರು ಕಂಪನಿಗಳು ಹರತಾಳ ದಮನಕಾರರಿಗೆ ಬಂದೂಕು ಮತ್ತು ದೊಣ್ಣೆಗಳನ್ನು ಕೊಟ್ಟು ಅದನ್ನು ದಮನ ಮಾಡುವ ರೀತಿಯಲ್ಲಿ ಪ್ರತಿಕ್ರಿಯಿಸಿತು; ಹರತಾಳ ಬೇಗ ತಣ್ಣಗಾಯಿತು.

೧೯೭೨ರಲ್ಲಿ ಮೇಜರ್ ಲೀಗ್ ನ ಮೊದಲ ಸಾಮಾನ್ಯ ಆಟಗಾರರ ಹರತಾಳವು ನಡೆಯಿತು.

ಧಾರವಾಡ, ಉತ್ತರ ಕನ್ನಡದ ಸಿದ್ದಾಪುರ, ದಕ್ಷಿಣ ಕನ್ನಡದ ಮುಲ್ಕಿಗಳಲ್ಲೂ ಹೋಮ್ ರೂಲ್ ಲೀಗಿನ ಶಾಖೆಗಳು ಆರಂಭವಾಗಿ ಕರ್ನಾಟಕದ ಪ್ರಮುಖ ನಗರಗಳಲ್ಲಿ, ಮೈಸೂರು-ಬೆಂಗಳೂರುಗಳಲ್ಲೂ ಕೂಡ ಹರತಾಳ-ಮೆರವಣಿಗೆಗಳಾದವು.

ಇದನ್ನು ವಿರೋಧಿಸಿ ರಾಷ್ಟ್ರೀಯ ಹರತಾಳಕ್ಕೆ ಕರೆಕೊಡಲಾಯಿತು .

ಇಡೀ ದೇಶ ಹರತಾಳದಲ್ಲಿರುವಂತೆ ಕಂಡು ಬಂದಿತು.

ಅದಕ್ಕಾಗಿ ಏಪ್ರಿಲ್ ೬, ೧೯೧೯ ರಂದು ಹರತಾಳವನ್ನು ಏರ್ಪಡಿಸಿದರು.
