सर्वेक्षण का आरंभ ही क्षैतिज और ऊर्ध्व कोण पढ़ने से होता है, जिसके लिये थियोडोलाइट ही सबसे अधिक यथार्थ फल देनेवाला यंत्र है।

জজজ मुख्य उपकरण काच चाप थियोडोलाइट है जिसमें ऊर्ध्वाधर तथा क्षैतिज कोणों को चाप के एक सेकंड अंश या इससे भी कम तक सही पढ़ने की क्षमता होती है।

तलमापन के लिये थियोडोलाइट का भी प्रयोग कर सकते हैं जो वस्तुत: कोण मापन का उपकरण है।

एक बिंदु पर मिलनेवाले त्रिभुज, या त्रिभुजों के दूसरे सिरों पर बने स्टेशन, परस्पर दृष्टिगोचर हों और ऐसे स्थल पर बने हों जिससे प्रत्येक त्रिभुज के शीर्षबिंदु पर कोणनापने का यंत्र, थियोडोलाइट, रखकर कोण पढ़े जा सकें।

दिगंश निर्धारण और त्रिभूजन कोणों (triangulation angles) के मापन हेतु ऐसे थियोडोलाइटों का उपयोग किया जाता है, जो समान्य सर्वेक्षण में काम आनेवालों स अधिक सूक्ष्म एवं परिशुद्ध होते हैं।

ऐसी त्रिभुजमाला में गठे प्रत्येक त्रिभुज के तीनों कोण थियोडोलाइट से नाप लिए जाते हैं।

पहली समस्या का हल सर्वेक्षक ने चुंबक की सूई के गुण का, जो सर्वत्र विदित हैं, लाभ उठाकर और थियोडोलाइट का आविष्कार करके कर लिया।

वर्नियर थियोडोलाइट ही सबसे पुरानी कल्पना है।
