Prior to the Poor Law Amendment Act 1834 the administration of the English Poor Laws was the responsibility of the vestries of individual parishes, which varied widely in their size, populations, financial resources, rateable values and requirements.


Kelly's Directory of 1891 describes the village as a scattering of farmhouses and cottages in a parish of 1,214 acres, with a population of 138, and a rateable (taxable) value of £1,649.


The inquisition of the bishops of Lincoln and Winchester in 1294 gave the Cornish benefice "Ecclesia de Maben in decanatu de Trig Minorshire" a rateable value of £8.


The area of the township is 3,389 acres; rateable value, £3,258; the population in 1891 was 386.

The conditions for constituting boroughs were altered with rateable value only being considered where the population was less than 100,000, allowing the commissioners to consider the creation of smaller boroughs.
