இதனை சீரமைப்பதற்கு சீறீதரனுடைய மேலதிகாரிக்கு உத்தரவிடப்பட்டது.

மேலதிகாரிகள் இடையே பாரபட்சத்தை செலுத்துவதற்கான சாத்தியத்தை குறைப்பதாலும், கீழ் பணிபுரிபவர்களிடம் இருந்து பேரம் பேசும் வாய்ப்புகளை அகற்றுவதாலும், தனித்தனி தீவுகளாய் அமையும் தட்டுகள் கொண்ட ஒரு ஸ்தாபனமாக அது முடிகிறது.
