தாம் அனுப்பிய கடிதத்தை ஏற்க மறுத்த 499ஆம் ஆண்டு பொதுச்சங்கம் முறைகேடாகக் கூட்டப்பட்ட ஒரு "போலிச் சங்கம்" (robber council) என்று கூறி, அதற்கு தாம் இசைவுகொடுக்கப் போவதில்லை என்று லியோ மறுத்துவிட்டார்.
