காங்கிரஸ் உறுப்பினர்களுக்கிடையே முதலில் பீறிட்டெழுந்த தேசியவாத உணர்வு, அரசாங்க அமைப்புக்களில் பிரதிநிதித்துவம் செய்வதற்கான விருப்பம் அதாவது சட்டம் உருவாக்குதல் மற்றும் இந்திய நிர்வாகப் பிரச்சினைகளில் ஓட்டளிக்கும் விருப்பம் எழுந்தபோது உருவானது.
