ਜਥੇਦਾਰ ਨਾਗੋਕੇ 1941 ਦੌਰਾਨ ਸ਼੍ਰੋਮਣੀ ਗੁਰਦੁਆਰਾ ਪ੍ਰਬੰਧਕ ਕਮੇਟੀ ਵੱਲੋਂ ਗੁਰਦੁਆਰਾ ਐਕਟ ’ਚ ਤਰਮੀਮਾਂ ਸੁਝਾਉਣ ਵਾਸਤੇ ਬਣਾਈ 7 ਮੈਂਬਰੀ ਕਮੇਟੀ ਦੇ ਮੈਂਬਰ ਸਨ।

ਜਦ ਗੁਰਦੁਆਰਾ ਐਕਟ ਪੂਰੀ ਤਰ੍ਹਾਂ ਤਿਆਰ ਹੋ ਗਿਆ ਤਾਂ ਹਕੂਮਤ ਨੇ ਅੰਤ ਸਿੱਖਾਂ ਦੀਆਂ ਕੁਰਬਾਨੀਆਂ, ਜੋਸ਼ ਦੇ ਅੱਗੇ ਹਥਿਆਰ ਸੁੱਟ ਦਿੱਤੇ ਤੇ ਅਖੰਡ ਪਾਠ ਤੇ ਲਗਾਈਆਂ ਗਈਆਂ ਸਾਰੀਆਂ ਪਾਬੰਦੀਆਂ ਉਠਾ ਲਈਆਂ ਤੇ ਅਕਾਲੀ ਕੈਦੀਆਂ ਦੀ ਰਿਹਾਈ ਦੇ ਹੁਕਮ ਦੇ ਦਿੱਤੇ।

ਗੁਰਦੁਆਰਾ ਐਕਟ ਬਣਾਉਣ ਦੀ 25 ਨਵੰਬਰ, 1924 ਨੂੰ ਪੰਜਾਬ ਕੌਂਸਲ ਦੇ ਸਿੱਖ ਮੈਂਬਰਾਂ: ਜੋਧ ਸਿੰਘ, ਨਾਰਾਇਣ ਸਿੰਘ ਵਕੀਲ, ਤਾਰਾ ਸਿੰਘ ਮੋਗਾ, ਮੰਗਲ ਸਿੰਘ ਤੇ ਗੁਰਬਖ਼ਸ਼ ਸਿੰਘ ਅੰਬਾਲਾ ਦੀ ਇੱਕ ਕਮੇਟੀ ਬਣਾਈ ਗਈ ਜੋ ਅੰਮ੍ਰਿਤਸਰ ਦੇ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਅਤੇ ਲਾਹੌਰ ਦੇ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਨਾਲ ਮਿਲ ਕੇ ਗੁਰਦੁਆਰਾ ਐਕਟ ਬਣਾਵੇ।

ਇਹ ਗੁਰਦੁਆਰਾ ਬਾਅਦ ਵਿੱਚ ਜਦ ਹੋਰ ਮੰਦਰਾਂ ਦੀ ਸਥਾਪਨਾ ਕੀਤੀ ਗਈ "ਸੈਂਟਰਲ ਸਿੱਖ ਮੰਦਰ" ਵਜੋਂ ਜਾਣਿਆ ਜਾਣ ਲੱਗ ਗਿਆ।
