ಇವುಗಳಲ್ಲಿ ಮುಖ್ಯವಾದುದೆಂದರೆ ವಿದೇಶಿ ಸರಕಾರದವರು ದೇಶಭಾಷೆಗಳಿಕೆ ಶಿಕ್ಷಣ ವಿಚಾರದಲ್ಲಿ ಕಲ್ಪಿಸಿಕೊಡಬೇಕಾದಷ್ಟು ಪ್ರಶಸ್ಥ ಸ್ಥಾನವನ್ನು ಕಲ್ಪಿಸಿಕೊಡದಿದ್ದುದೂ, ಆಂಗ್ಲಭಾಷೆಗೆ ಅಗ್ರಸ್ಥಾನವನ್ನು ಉದ್ದೇಶಪೂರ್ವಕವಾಗಿ ಕಲ್ಪಿಸಿಕೊಟ್ಟದ್ದೂ, ಜಿಲ್ಲೆಯ ಜನತೆ ಆಂಗ್ಲ ಭಾಷೆಯ ವ್ಯಾಮೋಹಕ್ಕೆ ಒಳಗಾಗಿ ದೇಶ ಬಾಷಾ ಅಭಿಮಾನವನ್ನು ತೊರೆದು ಬಿಟ್ಟದ್ದು.
