(१) पूर्ण वीटो – निर्धारित प्रकिया से पास बिल जब राष्ट्रपति के पास आये (संविधान संशोधन बिल के अतिरिक्त) तो वह् अपनी स्वीकृति या अस्वीकृति की घोषणा कर सकता है किंतु यदि अनु 368 (सविधान संशोधन) के अंतर्गत कोई बिल आये तो वह अपनी अस्वीकृति नहीं दे सकता है।

इस वीटो का प्रयोग अभी तक संसद सदस्यों के वेतन बिल भत्ते तथा पेंशन नियम संशोधन 1991 में किया गया था।

4. निलंबन वीटो/पॉकेट वीटो भी विवेकी शक्ति है।

यद्यपि भारत में अब तक राष्ट्रपति ने इस वीटो का प्रयोग बिना मंत्रिपरिषद की सलाह के नहीं किया है माना जाता है कि वह ऐसा कर भी नहीं सकता (ब्रिटेन में यही पंरपंरा है जिसका अनुसरण भारत में किया गया है)।

विधायिका की किसी कार्यवाही को विधि बनने से रोकने की शक्ति वीटो शक्ति कहलाती है संविधान राष्ट्रपति को तीन प्रकार के वीटो देता है।

राष्ट्रपति रामस्वामी वेंकटरमण ने इस वीटो का प्रयोग इस आधार पर किया कि यह बिल लोकसभा में बिना उनकी अनुमति के लाया गया था।

(३) पॉकेट वीटो''' – संविधान राष्ट्रपति को स्वीकृति अस्वीकृति देने के लिये कोई समय सीमा नहीं देता है यदि राष्ट्रपति किसी बिल पर कोई निर्णय ना दे (सामान्य बिल, न कि धन या संविधान संशोधन) तो माना जायेगा कि उस ने अपने पॉकेट वीटो का प्रयोग किया है यह भी उसकी विवेकाधिकार शक्ति के अन्दर आता है।
