उनके अनुसार, लोकतंत्र उपयोगितावाद अर्थात् अधिकतम लोगों के अधिकतम सुख को अधिकतम संरक्षण प्रदान करता है, क्योंकि लोग अपने शासकों से तथा एक दूसरे से संरक्षण की अपेक्षा रखते हैं और इस संरक्षण को सुनिश्चित करने के सर्वोत्तम तरीके हैं, प्रतिनिधिमूलक लोकतंत्र, संवैधानिक सरकार, नियमित चुनाव, गुप्त मतदान, प्रतियोगी दलीय राजनीति और बहुमत के द्वारा शासन।

प्रसिद्ध उपयोगितावादी दार्शनिक मिल और बेंथम ने पूरी तरह लोकतंत्र का समर्थन किया और उपयोगितावाद के माध्यम से इसे प्रभावी बौद्धिक आधार प्रदान किया।
