शुरू में इन देशों के प्रति व्यक्ति जीडीपी के निचले स्तर को उनके अल्पविकास का पर्याय माना गया।

कम जीडीपी के अलावा अल्पविकास का मतलब है सड़कों, स्कूलों और अस्पतालों के रूप में ख़राब ढाँचागत सुविधाएँ।
