अत: दण्डनीति को अन्य सब विद्याओं की आधारभूत विद्या के रूप में स्वीकार करना आवश्यक है और वही दण्डनीति अर्थशास्त्र है।

तत्कालिक उत्तर से मछुआरो के छिटपुट भ्रमण और होलैंडवासियो द्वारा 1606, में यूरोप की खोज के बाद,1770 में ऑस्ट्रेलिया के अर्द्वपूर्वी भाग पर अंग्रेजों का कब्ज़ा हो गया और 26 जनवरी 1788 में इसका निपटारा "देश निकला" दण्डस्वरुप बने न्यू साउथ वेल्स नगर के रूप में हुआ।

शुक्राचार्य ने दण्डनीति को इतनी महत्त्वपूर्ण विद्या बतलाया है कि इसमें अन्य सब विद्याओं का अन्तर्भाव मान लिया है- क्योंकि 'शस्त्रेण रक्षिते देशे शास्त्रचिन्ता प्रवर्तते' की उक्ति के अनुसार शस्त्र (दण्ड) द्वारा सुशासित तथा सुरक्षित देश में ही वेद आदि अन्य शास्त्रों की चिन्ता या अनुशीलन हो सकता है।

श्रद्धा से नर और काम का जन्म हुआ ; तुष्टि से सन्तोष और क्रिया का जन्म हुआ ; क्रिया से दण्ड, नय और विनय का जन्म हुआ।

विविध प्रकार के दंडों से तथा सम्पत्ति की ज़ब्ती से भी राज्य की आमदनी होती थी।
