1844 में संयुक्त राज्य, अमरीका में टामस गिलपिन ने "लघुसंख्यक जातियों का प्रतिनिधान" (आन द रिप्रेज़ेंटेशन ऑव माइनारिटीज़ टु ऐक्ट विद द मेजारिटी इन इलेक्टेड असेंबलीज़) नाम की एक पुस्तिका प्रकाशित की, जिसमें उन्होंने भी आनुपातिक प्रतिनिधान की सूचीप्रणाली का वर्णन किया।

इसमें 120 सदस्य सानुपातिक प्रतिनिधान की चुनाव प्रणाली द्वारा प्रति चार वर्षों के लिए चुने जाते हैं।

आनुपातिक प्रतिनिधान प्रणाली के दो मुख्य रूप हैं, अर्थात् सूचीप्रणाली तथा एकल संक्रमणीय मतप्रणाली।

भारतवर्ष में लोक-प्रतिनिधान-अधिनियमों तथा नियमों (पीपुल्स रिप्रेज़ेंटेटिव ऐक्ट्स ऐंड रेगुलेशन) के अंतर्गत लगभग सारे चुनाव एकल संक्रमणीय मतप्रणाली द्वारा ही होते हैं।

प्रथम महायुद्ध के उपरांत यूरोप के समस्त नए विधानों में किसी न किसी रूप में आनुपातिक प्रतिनिधान को स्थान दिया गया।

आनुपातिक प्रतिनिधान का विचार पहले पहल 1753 में फ्रांसीसी राष्ट्र-विधान-सभा में प्रस्तुत किया गया।

बहुधा ऐसा देखा गया है कि अल्पसंख्यक जातियाँ प्रतिनिधान पाने में असफल रह जाती हैं तथा बहुसंख्यक अधिकाधिक प्रतिनिधित्व पा जाती हैं।

इस संधि के अनुसार नेपाल के कुछ हिस्सों को ब्रिटिश भारत में शामिल करने, काठमांडू में एक ब्रिटिश प्रतिनिधि की नियुक्ति और ब्रिटेन की सैन्य सेवा में गोरखाओं को भर्ती करने की अनुमति दी गयी थी, साथ ही इसके द्वारा नेपाल ने अपनी किसी भी सेवा में किसी अमेरिकी या यूरोपीय कर्मचारी को नियुक्त करने का अधिकार भी खो दिया।

इन्हीं दोषों का निवारण करने के लिए आनुपातिक प्रतिनिधान की विभिन्न विधियाँ प्रस्तुत की गई हैं।

इस प्रकार बाडेनप्रणाली ने आनुपातिक प्रतिनिधान के इस सिद्धांत को कि "कोई भी मत व्यर्थ न जाना चाहिए" का तार्किक निष्कर्ष तक पालन किया।

समानुपातिक प्रतिनिधान का सामान्य विचार 19वीं शताब्दी के मध्य में उत्पन्न हुआ, जब कि उपयोगितावाद के प्रभाव के अंतर्गत सुधारकों ने याँत्रिक उपायों द्वारा लोकसंस्थाओं को अधिक सफल बनाने का प्रयास किया।
