‘संसदीय’ शब्द का अर्थ ही ऐसी लोकतंत्रात्मक राजनीतिक व्यवस्था है जहाँ सर्वोच्च शक्ति लोगों के प्रतिनिधियों के उस निकाय में निहित है जिसे ‘संसद’ कहते हैं।
