यूरोप के अन्य भागों में जहाँ अभी तक स्वतंत्र राष्ट्र-राज्य अस्तित्व में नहीं आए थे, जैसे जर्मनी, इटली, पोलैंड, आस्ट्रो-हंगेरियन साम्राज्य, वहाँ के उदारवादी मध्यवर्गों के स्त्री-पुरुषों ने संविधानवाद की माँग को राष्ट्रीय एकीकरण की माँग से जोड़ दिया।
