सिद्धान्त रूप से नौकरशाही को निरपेक्ष माना जाता है , किन्तु व्यवहार में उस पर राजनीतिक दल आदि किसी भी संस्था का प्रभाव हो सकता हैं दूसरे लोगों की तरह नौकरशाही की भी राजनीतिक विचारधारा होती है जो उनके निर्णयों को प्रभावित करती है।
