प्रशासनिक क्षेत्रों में नेपोलियन के सुधार एक प्रकार से क्रांति के विरोधी के रूप में थे क्योंकि नेशनल एसेम्बली ने क्रांति के दौरान प्रशासनिक ढांचे का पूर्ण विकेन्द्रीकरण कर दिया था तथा देश का शासन चलाने का दायित्व निर्वाचित प्रतिनिधियों को दिया गया था लेकिन नेपालियन ने इस व्यवस्था को उलट दिया और क्रांतिपूर्व व्यवस्था को फिर से स्थापित किया।

आधुनिकता के बाद और संरचनावाद के बाद का विचार उस आधार पर प्रश्न चिन्ह लगाता है जिस पर पश्चिमी सभ्यता का सत्य टिका हुआ है : पूर्ण ज्ञान और अर्थ, साहित्यिक कार्यों का 'विकेन्द्रीकरण', सकारात्मक ज्ञान का संचय, एतिहासिक विकास, तथा कुछ आदर्श और मानवतावाद व आत्मज्ञान का अभ्यास.।

विकेन्द्रीकरण के चार स्तर हैं: विभागीय सरकार, विभागीय विधानसभा द्वारा गठित, विभाग के कानून पर अधिकार के साथ।

6. जनतांत्रिक अधिकार विकेन्द्रीकरण तथा अन्य प्रशासन संबन्धी - सुधार।

समुद्रगुप्त के काल में सदियों के राजनीतिक विकेन्द्रीकरण तथा विदेशी शक्‍तियों के आधिपत्य के बाद आर्यावर्त पुनः नैतिक, बौद्धिक तथा भौतिक उन्‍नति की चोटी पर जा पहुँचा था।
