अशोक के पंचम शिला लेख ने इसकी पुष्टि भी हो जाती है जिसमें कहा गया है कि उसने धर्मानुशासन के निमित्त अपने शासन के 14वें वर्ष (लगभग 260 ई. पू.) में 'धम्म महामात्र' (संस्कृत : धर्म महामात्र) नामक राजकर्मचारी नियुक्त किए।

रघुवंश की इस कथा में अतिमानवीय पुट चाहे भले हों, शिक्षा संबंधी राजकर्तव्यों का यह पूर्णरूपेण द्योतक है।

इतने विशाल साम्राज्य के सुशासन के लिए यह आवश्यक था कि उनके अमात्यों, मंत्रियों, राजकर्मचारियों और पौरजनपदों पर दृष्टि रखा जाए, उनकी गतिविध और मनोभावनाओं का ज्ञान प्राप्त किया जाए और पड़ोसी राज्यों के विषय में भी सारी जानकारी प्राप्त होती रहे।

विदेशी आक्रमण के कारण राजकरों में वृद्धि हो गई थी और सैनिक शिक्षा अनिवार्य कर दी गई थी।

इनके पौत्र मुकुंददेव बंगाल के नवाब के दरबार में राजकर्मचारी नियत हुए तथा गौड़ के पास रामकेलि ग्राम में रहने लगे।
