पऊवि नाभिकीय विद्युत/अनुसंधान रिएक्टरों के अभिकल्पन, निर्माण एवं प्रचालन तथा सहायक नाभिकीय ईंधन चक्र प्रौद्योगिकियों (नाभिकीय खनिजों का अन्वेषण, खनन एवं प्रसंस्करण, भारी पानी का उत्पादन, नाभिकीय ईंधन संविरचन, ईंधन पुनर्संस्करण तथा नाभिकीय अपशिष्ट प्रबंधन आदि) के विकास के कार्य में लगा हुआ है।

इसमें ईंधन के रूप में प्राकृतिक यूरेनियम मन्दक एवं शीतलक के रूप में भारी पानी का प्रयोग किया जाता है।

कनाडा का CANDU डिजाइन 'भारी पानी', ड्यूटेरियम ऑक्साइड का उपयोग करता है, और संयुक्त राष्ट्र संवर्धित यूरेनियम का उपयोग कर सकता है क्योंकि ड्यूटेरियम न्यूट्रॉन की बहुत कम मात्रा को कैप्चर करता है।
