सोवियत संघ एक बहुत ही केन्द्रित देश था और जब सोवियत साम्यवादी पार्टी के महासचिव मिखाइल गोर्बाचोफ ने १९८० के दशक के अंत में प्रशासनिक व्यवस्था सुधारने के लिए पेरेस्त्रोइका और ग्लास्नोस्त नामक कार्यक्रमों के अंतर्गत इन गणतंत्रों को थोड़ी ढील दी तो उन्होंने जल्दी ही अपनी स्वतंत्रता घोषित कर दी और सोवियत संघ टूटकर बिखर गया।
