इंडियन काउंसिल्स एक्ट ऑफ 1909 (जिसे व्यापक तौर पर मोर्ले-मिन्टो रिफोर्म्स एक्ट के नाम से जाना जाता है), जिसने इम्पीरियल विधानमंडल तथा प्रांतीय परिषदों के लिए हिंदू तथा मुसलमानों द्वारा अलग-अलग मतदान की स्थापना की, विशेष रूप से विभाजनकारी था।
