यह एक सामान्य प्रयोजन का प्रोग्राम योग्य कंप्यूटर था जिसमें इनपुट के लिए पंच कार्ड का और बिजली के लिए एक भाप के इंजन का प्रयोग हुआ था और संख्याओं के निरूपण के लिए गियरों और शाफ्टों की स्थिति का इस्तेमाल किया गया था।

यह नाम वास्तव में रूस की एक पर्वत श्रृंखला का नाम है और चूँकि यह कंप्यूटर भी रूस से खरीदा गया था, इस कारण से इस कंप्यूटर को यह नाम दिया गया | यह कंप्यूटर क्षेतिक मैग्नेटिक टेप युक्त एक ३२ बिट कंप्यूटर था, जिसमे इनपुट के रूप में पंच कार्ड्स तथा आउटपुट के रूप में प्रिंटर का प्रयोग किया जाता था।

आईबीएम ने व्यावसायिक डेटा-प्रोसेसिंग के लिए एक शक्तिशाली उपकरण में पंच कार्ड तकनीक को विकसित किया और यूनिट रिकॉर्ड उपकरणों की एक विस्तृत श्रृंखला का निर्माण किया।

1889 ई.: अमेरिकी इंजीनियर हरमन हॉलेरिथ ने 'इलेक्ट्रो मैकेनिकल पंच कार्ड टेबुलेटिंग सिस्टम' को पेटेंट कराया जिससे सांख्यिकी आँकड़े की भारी मात्रा पर कार्य करना सम्भव हो सका।

इसका विकास एंड्रयू डोनाल्ड बूथ द्वारा किया गया था जो उस समय लंदन के बर्कबैक कोलेज में कार्यरत प्रोफ़ेसर थे | यह कंप्यूटर १०२४ शब्द की ड्रम मेमोरी युक्त एक १६ बिट का कंप्यूटर था जिसका संचालन करने के लिए मशीन भाषा का प्रयोग किया जाता था तथा इनपुट और आउटपुट के लिए पंच कार्ड्स का प्रयोग किया जाता था लेकिन बाद में इसमे प्रिंटर भी जोड़ दिया गया |।

इन पंच कार्डों के प्रक्रमण के लिए उन्होंने टेबुलेटर और कुंजी पंच मशीनों का आविष्कार किया।

उनका प्रारंभिक विचार पंच कार्डों का प्रयोग एक ऐसे मशीन को नियंत्रित करना था जो लघुगणक तालिकाओं का अभिकलन और मुद्रण बहुत अधिक परिशुद्धता के साथ कर सकता था (एक विशेष प्रयोजन का मशीन). बैबेज का विचार शीघ्र ही एक सामान्य प्रयोजन के प्रोग्राम योग्य कंप्यूटर के रूप में विकसित हुआ।

इस कंप्यूटर में मुख्य रूप से १४०१ प्रोसेसिंग यूनिट थी जो एक मिनट में १,९३,३०० योग की गणनाएं कर सकती थी | साथ ही साथ इस कंप्यूटर में इनपुट के लिए पंच कार्ड्स के साथ साथ मैग्नेटिक टेप तथा आउटपुट के लिए आईबीएम १४०३ प्रिंटर का प्रयोग किया जाता था।

तब 'पंच कार्ड' नामक साधारण से यन्त्रांश पर कम्प्यूटर के यन्त्रांश को दिये जाने वाले क्रमादेश के निर्देश सीधे लिखे जाते थे।
