इस सीमित मताधिकार से जनता में तीव्र असंतोष था जुलाई क्रांति के प्रभाव स्वरूप वहां निर्वाचन प्रणाली में सुधार करने की मांग उठी।

वास्तव में 1909 के सुधारों का मुख्य उद्देश्य उदारवादियों को दिग्भ्रमित कर राष्ट्रवादी दल में फूट डालना तथा साम्प्रदायिक निर्वाचन प्रणाली को अपना कर राष्ट्रीय एकता को विनष्ट करना था।

कभी कभी अल्पसंख्यकों का प्रतिनिधित्व पृथक निर्वाचन प्रणाली द्वारा प्राप्त किया जाता है।

इतालवी मूल के अर्जेंटीनावासी आनुपातिक प्रतिनिधित्व (Proportional representation)(PR with STV system ) शब्द का अभिप्राय उस निर्वाचन प्रणाली से है जिसका उद्देश्य लोकसभा में जनता के विचारों की एकताओं तथा विभिन्नताओं को गणितरूपी यथार्थता से प्रतिबिंबित करना है।

किसी भी निर्वाचन प्रणाली के वस्तुत: पाँच अंग होते हैं :।

1892 ई. का कानून के द्वारा व्यवस्थापिका सभाओं में भारतीय सदस्यों की संख्या में वृद्धि की गई थी परन्तु भारतीयों की उग्र-राष्टीय भावना को यह एक्ट संतुष्ट नहीं कर सका इसका मुख्य कारण यह था कि सदस्यों के लिये अप्रत्यक्ष निर्वाचन प्रणाली अनुपयुक्त थी क्योंकि सदस्यों को आर्थिक प्रस्तावों पर मत देने का अधिकार नहीं था और ना ही वे सहायक प्रश्न पूछ सकते थे।

इसके अतिरिक्त, फ़ेडरलिस्ट क्र० 10 में जेम्स मैडिसन ने निर्वाचन प्रणाली में 'एक हितबद्ध और रोबदार बहुमत' और $गुट की शरारतों$ के ख़िलाफ़ तर्क दिया।

550 सदस्यों का चयन बहुमत निर्वाचन प्रणाली के तहत होता है।

अक्टूबर 1906 में आगा खां के नेतृत्व में एक मुस्लमान प्रतिनिधिमंडल वायसराय लार्ड मिन्टो से मिला और मांग की कि मुसलमानों के लिए पृथक निर्वाचन प्रणाली की व्यवस्था की जाए तथा मुसलमानों को उनकी जनसंख्या के अनुपात में प्रतिनिधित्व दिया जाये।
