इसीलिए इन विचारों में छल और जाति के प्रयोग तथा सभी प्रकार के निग्रह स्थानों के उद्भावना की काट रहती है, साथ ही विचार के निर्विघ्न संचालन के लिए सभा, मध्यस्थ और राजकीय नियंत्रण की आवश्यकता होती है।
