2003 में उनके पदभार संभालने के बाद दिल्ली विश्वविद्यालय छात्र संघ के चुनावों में दो बार लगातार जीत और वामपंथी दलों के वर्चस्व वाले जेएनयू में, एनएसयूआई के प्रदर्शन में उल्लेखनीय सुधार के बाद, तंवर ने अपने अध्यक्ष होने के कार्यकाल के दौरान एनएसयूआई में अधिक अनुशासन बरतने क़ी जरूरत पर जोर दिया है।

पटना विश्वविद्यालय के विद्यार्थियों के साथ छात्र संघर्ष समिति में सक्रिय रूप से भाग लिया और जयप्रकाश नारायण की सम्पूर्ण क्रांति में अहम भूमिका निभाई।

इसी दिन बिहार छात्र संघर्ष समिति की संचालन समिति ने छात्रें का आह्वान किया कि वे एक वर्ष तक अपनी कक्षाओं का बहिष्कार करें और श्री जयप्रकाश नारायण के आन्दोलन में शामिल हों।
