राज्य के उद्यमों और सामूहिक कृषि के माध्यम से कृषि उत्पादन पर राज्य का स्वामित्व होता हैं।

इन सब बातों के होते हुये भी अभी तक देश में कृषि का विकास उचित स्तर तक नहीं पहुँच पाया है, क्योंकि यहाँ प्रति हेक्टेअर कृषि उत्पादन अन्य विकसित देशों की तुलना में कम है।
