(53) अल्पकालिकचर्चा -- अविलम्बनीय लोक महत्व के किसी मामले को उठाने के लिए, सदस्य द्वारा उठाये जाने वाले मामले को स्पष्ट तथा सही रूप से विनिर्दिष्ट करते हुए एक सूचना दी जानी होती है जिसका समर्थन दो अन्य सदस्यों द्वारा किया जाता है।
