जिससे जोखिम युक्त व्यापारिक समुद्री यात्राओं को सुरक्षा प्रदान की जाती थी, फिर अग्नि बीमा का विकास हुआ जिसमें कारखानों, गोदामों, कार्यालयों व अन्य सम्पत्तियों की अग्नि से सुरक्षा हेतु उपाय व बीमा किया जाने लगा।

अग्नि बीमा अनुबंध यद्यपि किसी न किसी संपत्ति के संबंध में ही होता है, फिर भी वह व्यक्तिगत अनुबंध ही है अर्थात् उक्त संपत्ति के स्वामी अथवा उस संपत्ति में बीमा हित रखनेवाले व्यक्ति को उस अनुबंध द्वारा क्षतिपूर्ति से आश्वस्त किया जाता है।
